Earlier androids may have been better at simulating humans but that doesn't mean they were better. Heck, they might have had only a hologram-like programming job that just simulated. A parrot can speak through simulation but would you call it smarter then a well-trained dog?
I'm not saying that Data is a well-trained dog but his brain might give him the edge in most tasks and might even make him more human, in terms of thought processes, free will, heck maybe even a soul, then the simulators.
