While laundry lists often can and do hamper movies, it should be noted that in the early 2000s after Gladiator, John Logan more or less had free reign on the scripts he wrote with very little studio oversight, which was the case with Star Trek Nemesis. The only thing he was requested to include there was Data's death, and that came from Brent Spiner rather than the studio. My point is, even without studio interference, Logan can still turn out some subpar scripts.Logan is a strange one, he's done some terrible stuff, but Penny Dreadful was genuinely very good. I do wonder sometimes whether the problem isn't that the studios give then such a laundry list of requirements that it's hard for anyone to do a truly good job.

His recovery was pretty instantaneous....It's been a while since I've seen the movie (and I have no desire to revisit it), so I don't recall the details of Blofeld's torture procedure precisely, but the brain can survive and fully or mostly recover from some pretty serious trauma.

Well, usually anything of "quality" was the result of others' rewrites. Gladiator, for example. You can find his original script online. It has very little in common with the film.
The guy is -- and always has been -- a hanger-on and hack.
