Every time a character was actually brought back to life in Star Trek outside of Time Travel or Q said character was less then a few days dead. Heck even the Borg were only able to revive a dead body so long as it haden't been dead longer then 73 hours.

Hell assuming they didn't just give Culbert the standard Starfleet burial of shooting him into space the body wouldn't even be on the Discovery any longer at this point in the timeline.
There are no rules. A character can be dead for minutes, days, months or a century and be brought back by what ever Deus Ex Machina the writers come up with.[And yes, there very much are rules about this.

The 'original' Khaless was/is dead (and that was acknowledged by all the characters at the end of TNG's 'Rightful Heir". Cloning is not Resurrection per se. The Khaless clone had none of the memories from the original Khaless; just stories from the Klingon 'Bible' implanted.I guess Kahless was pretty forgettable afterall.
