Could Discovery have been done in the beginning of the 25th century?

That wouldn't have stopped them from writing they went into hiding for a century. It probably would've been better, because they could've written them as no contact for a century, and Georgiou would have been right to be more cautious. Burnham's story could've been a supposed Klingon attack with no evidence.

Except the Klingons were a mystery to the federation, you cant have that when everyone knows them intricately.

Cloaks wouldn't make a difference in the story.

Yes they would, since by that point of the late 24th century the Federation had a good deal of experience in dealing with cloaks. They'd be more worrying about the ships they can't see than the ones they can.
 
They way I see it the show could have been done in any period with it's same visual reboot and make sense,including prequel settings except for any time a pre-exisitng show was happening or a time to close to them. You could do it 30 years after "Enterprise"or 40 years after "TOS" or 10 to 20 years after "Voyager." I think only the Berman era shows would make sense if you still wanted the show to be kind of close to the old shows because I think they were already futuristic looking enough that you could seen the difference as very possible in such a short period of time.
