Could Captain Kirk have met the Cardassians?

The Starfleet is the official Federation service.
In the time period of ENT, what is this strange "Federation" you speak of?

it's government-funded.
Other than a governing body (or a collection of them), mid-22nd century Starfleet could be finance through foundations and private endowments.

Corporate sponsorship who wanted natural resources, new trade routes, new markets, and protection of same.

Business interests, looking for new colony worlds (colonies are nice money makers).

Consider the Woods Hole Oceanographic Institution (the people who found the Titanic) it's a not for profit private research and higher education facility, they engage in research, exploration (marine science), marine engineering and education of marine researchers. Little of their money comes from government science funding.

As presented, Starfleet in the mid 22nd century is probably a minor military sub-division of some large military organization (to me it seems like Starfleet is small), but you have to admit that strictly speaking that's just a supposition base on thin evidence. It could be a government civil agency

It even could be like the national geographic society (especially of centuries past), which would fit a lot of what we see.

The staff of the United Earth Embassy on Vulcan is shown to be partially made of of Starfleet personnel, including what appears to be security. Unusual for a civilian or civil agency to do that.

They look like Starfleet because the costume department re-used the same uniform, but actually their shoulder patches identified them as United Earth Diplomatic Corps personnel, and their ranks included that of corporal, which Starfleet is not known to use (as opposed to the MACOs, for instance). Also, while Marines do of course provide security at U.S. embassies and consulates, other participants in play include the Diplomatic Security Service, which is a civilian governmental agency.

Ah, this going by the theory that the Mayweather family's vessel from ENT was the ship from "A Piece Of The Action," which at first blush might seem to be supported by the set-dressers including as an in-joke a book about Chicago gangs on a bookshelf aboard the titular freighter in the episode "Horizon":

But it is not in fact the same book from "A Piece Of The Action," which was of different dimensions and had a different title (and yes, was indeed implied in dialogue to be the original book left behind by that story's Horizon, which was further said to be "from the same outfit" as the Enterprise, which the ECS ship would not be):

Moreover, another piece of set dressing seen on DS9 was originally created to represent that ship (posited to be of the Daedalus class mentioned in context of another contemporaneous Starfleet ship in "Power Play" [TNG]) for the Okudas' Star Trek Chronology:

Modern embassies are protected by a combination of US Marines, government agents and private contractors.

Regardless of who Starfleet works for, why would THEY be guarding a embassy, or working in one?

Because the government assigned them the task would be my guess. They also got the job of investigating the Embassy bombing. Starfleet is the UE's go to for a lot of things it seems.
 
As others have said, Cardassians didn't seem like the most technologically advanced bunch, so they were probably known of in the 23rd century but not major players in the galactic scene.
