Apparently they've upgraded EMH Mark 1 into a younger and sexier new body, yet Picard is still not interested

"Synths" could also be the creators and the Federation changing the label so they don't feel so bad for how they've developed and treated them. "Synths" could be designed to have a lesser status within Federation law so that a synth wouldn't by design be granted the same civil rights as a Soong-type android and thus can be used for a variety of tasks without having to worry about the subjects becoming empowered to stand up for their own rights as individual beings.

It wouldn't be completely out of character for the Federation and this would happen barely two decades after Lt. Commander Maddox - a cybernetics expert within Starfleet - began his studies of Data. If a uniformed officer sworn to uphold the ideals and principles of the Federation can be so cavalier with the legal status and even sentience of androids then I can imagine plainclothes bureaucrats and politicians might be even less enlightened.

"Synths" is such a generic sci-fi name. But still, the idea Maddox's dream came true and it's led to all kinds of anarchy is an appealing one.

And as others have said, I hope the Mk1 EMH's are in on the Synth side.

If AI rights are a part of the story that could explain why The Doc is going to show up in Season 2. I had assumed it was because of his Borg knowledge, but AI rights issues would make even more sense.
