Commander Shelby

Do we know that she was even willing to consider doing it long-term? Not everyone who was in 1-2 episodes was looking to do it long-term. (Just think of all the "Guest Stars" who were just making an appearance for 1 story.)

I’d guess any guest star would jump at the chance to do at least a couple of seasons as the main character on a Star Trek show. Pretty much set for life.

Any one of us would assume so, but that's not the case. There are tons of examples of guest stars who did an episode of two just for fun or because they were buddies with a producer, but weren't looking for a long-term commitment. Other guest stars like Andrew Robinson ("Garak" on DS9) would probably characterize their commitments as "It's complicated." Relationships with Star Trek are as varied as they come.
 
So glad they removed that and had it she got where she was through raw talent alone.
She couldn't have just slept around because she wanted to?

I really liked the character, and the attitude and conflict she brought to the sleepy TNG crew dynamics. Piller's original characters for TNG, like Shelby and Ro, always struck me as prototypes for what was to come with DS9.

I don't know. What kind of career had those guest stars enjoyed up till then? The actress who played Shelby didn't have much behind her. I'd be stunned if she'd turn down the lead on such a huge show.

I can't speak for all of Hollywood's celebrities, but here are just a few who made appearances but didn't need Star Trek.

....just to name a few. It was still nice of them to pop in.
