Do we know that she was even willing to consider doing it long-term? Not everyone who was in 1-2 episodes was looking to do it long-term. (Just think of all the "Guest Stars" who were just making an appearance for 1 story.)

There are tons of examples of guest stars who did an episode of two just for fun or because they were buddies with a producer, but weren't looking for a long-term commitment. Other guest stars like Andrew Robinson ("Garak" on DS9) would probably characterize their commitments as "It's complicated." Relationships with Star Trek are as varied as they come.I’d guess any guest star would jump at the chance to do at least a couple of seasons as the main character on a Star Trek show. Pretty much set for life.
