I think there are possibly some time/Jellico issues, but Calhoun was briefly referenced in one of the Destiny books, and of course he was in PAD's "Before Dishonour".
New Frontier very much is a part of the mainline Treklit continuity, minor glitches aside. Shelby also crops up in DS9's "Demons of Air and Darkness" and TNG's "Q & A", both ditectly tying into her roles in New Frontier.
This may seem a strange choice, but in By Inferno's Light, Bashir, Garak, Worf and Martok escape from the Dominion prison camp along with a Romulan. I'd very much like to see her again, learn more about her. She was one of three expendable characters helping our heroes escape - the other Romulan and the Breen were killed, to no-one's surprise, but this Romulan actually made it out alive, as if she'd jury-rigged a functional character shield just long enough for the Trek Reaper to pass her by. Thinking about it, she was probably permitted to live only so she could offer the "never turn your back on a Breen!" line. (Note to self: before mission, prepare knowing one-liners relevant to all companions). I've been intrigued by her ever since I saw the episode.
I would love to get a little more in depth with the Enterprise-E's current Conn officer, Joanna Faur. She was introduced in either Q & A or Greater Than The Sum, and has been on the bridge pretty regularly since then, but we don't know a whole lot about her.

Even knowing I am usually against bringing back 'dead' characters, I still would not mind also seeing a return of Data, Sean Hawke or Nidani Ledrah either.
I agree, I want to see Tom Riker again. STO says he spent the rest of the Dominion War in a Cardassian labor camp and then helped form a colony there after the Cardies abandoned it. he later died trying to save his wife's life. You meet his son in the game. It was a touching story but I'd like to see him involved in goings-on.
I would also like to see Zak Kebron used in other stories if NF is on hold indefinitely. He is a really great character. If PAD isn't going to be writing NF, I would love to see David Mack write a NF story. He has proven that he can do great work with its characters, especially Kebron.
Other than that, I would like more Nog, Echeb, and Benjamin Maxwell.
