Changing "rules"? in a PDF?

Okay all you PDFers, need some help here. I inherited some forms at work about three years ago, and they've been fine up until now. But the pay for instruction just changed from $12.50 to $20.00 per hour. The form does the math for instruction and mileage automatically, and I don't know how to change it to the new amount.

I've googled to try to figure this out, but since I don't know what it's called its hard to find what I'm looking for. Also, this was built in Adobe and my machine has Foxit PhantomPDF, so I don't know if that's a hang up or whatever.

So, anyone know how I can edit this form to get it to reflect the new rates?

I know Adobe has Reader and Acrobat, and only Acrobat can edit PDF's. Possibly this Foxit has similar levels?

Also, did you put security into the form in Adobe?

I know how to do this in Adobe Acrobat Pro, but I've never used Foxit PhantomPDF. In Acrobat, you open the PDF, make sure the Tools pane is open, then click on the Forms tab. Click the Edit option, and this takes you into form edit mode, where you have various options available to you to add/delete/edit all of the fields on the page. You can also update calculations if needed by right-clicking on any field, clicking on Properties, then going to the Calculate tab.
