I don't know, but I don't think Renegades pitched themselves as making "true Star Trek," or if they did then they didn't push it nearly as hard as Axanar has, unless I'm completely mistaken.
I think the angle of "The film Paramount didn't want you to see!" has so much potential. The casuals can grasp that, far moreso than the backstory of an obscure character from a forgotten TOS episode or some empty notion of "true Trek"The question is will fans fund a non-Trek? It happened with Space Command (partly on the names of Doug Drexler and others who left), sure. IIRC Renegades 2 raised their budget before having to file the serial numbers off, so I wonder if they'd have been able to raise as much for their barely-non-Trek version?
The appeal to many backers of Axanar seems to have been this "tru-fan" "tru-Trek" idea, and delivering non-Trek non-Klingons fighting non-Feds is more likely to get non-backing.
Peters figured out a gravy train and he's not going to get off it unless he has to. CBS should have forced him to disembark and never ride those rails again as part of the settlement.

IMO, he wants to be Garth because Garth is Kirk's hero; consequently Garth (Alec) is better than Kirk (James Cawley, Vic etc)
