The announcements (via email, Twitter, FB, blogging, and YT) are all way, way more footage than Axa was ever going to be, even before the lawsuit.
Making the film means he has to put up or shut up. AP has done neither. Making it means he can be judged, and the judgments will only get harsher the longer this drags on for. E. g. "You had two years to make this, and it looks like that?" As that time period arches ever higher, the criticisms will become less and less charitable.
Not making the film keeps AP in martyrdom status with the remaining faithful. Making it means the chapter closes, and they (mainly) move onto the next thing.
It is in AP's best interests to never, ever make anything ever resembling Axa, but to continue talking and behaving as if he will. And it is also in his best interests to deflect with activities which the faithful will gleefully and without checking accept, hook, line, and sinker, as being expensive and time-consuming. Hence, lawsuits (which are in AP's modus operandi anyway).
