Cast the Characters of Trek Literature

^The attitude might be passable, but he's so far off from the proper physical type it'd never work.

I don't see how he's "so far off," but even if there are differences from Peter David's description... it's television, workable.
 
Though I've heard Admiral Nogura was intended to be played by Toshiro Mifune, I've been unable to associate anyone other than Emperor Akihito with the character (if perhaps 10 or 20 years ago as Nogura circa Open Secrets).

What about Hudson Lieck (Calisto in Xena) for Cpt Kat Muller from New Frontier.

I don't see it. Muller's kind of a statuesque woman, isn't she? The 6-foot-tall Marjorie Monaghan has been suggested for her (though she's also been suggested for Domenica Corsi). Leick is a respectable 5'8", but quite skinny; I never found her physically convincing as the ultrapowerful warrior she was shown to be on Xena, though her superb acting compensated for that.
 
While reading "Full Circle," Tim Roth, the actor who plays Dr. Lightman on "Lie to Me", comes to mind for Hugh Cambridge.

Reading Full Circle now and I have Hugh Laurie (he of Blackadder and House fame) as Voyagers new Councillor.
 
Given the character shares a first name with Hugh Laurie, his last name is Laurie's alma mater, and his attitude shares much with Laurie's most popular character, I think the casting of Laurie as Counselor Cambridge is definitely going along with the author's intent (though Kirsten will, of course, correct me if I'm wrong....).
