Captain Picards Jacket...

Patton, MacArthur and Montgomery come immediately to mind from WW2. Picard's personality has never struck me as the type that would take advantage of a privileged position to set himself apart, but maybe not.

Well, when it comes to that aspect of his personality, he certainly isn't even in the same league as those three primadonnas.

On the special features disc that came with my set of TOS movies Patrick Stewart mentions that he hated the unitard of the first two seasons as it had stirrups and, as the suits were purposely too small so as to keep the material smooth, put constant downward pressure on his spine. Apparently he spent a lot of time at the chiropractor's until the costumes changed to uniforms that fit properly and allowed for a bit of bunching and wrinkling.

In-universe, why shouldn't the captain have a cool jacket?

I thought it gave him more of an authoritative image. A conservative jacket worn amongst people not wearing them can elevate your "visual status."

So no one else has heard the story that Patrick Stewart got the jacket cause he hated the tunic?

He didn't hate the tunic. It was stated in a special I was watching that the fabric used to make the tunics wrinkled really easily, so every time Patrick would stand, he would jerk the tunic to clear it of wrinkles, and it also stated that the jerking movement was the best way to straighten the fabric, and it looked good on camera as well.

Now the Jacket, I do not understand. I suppose he wore it when on night shift or awake at night because of the lesser amount of power on the ship, thus making it colder in certain parts that where closer to space, such as the bridge.

I got a black suede jacket of similar style around 1984. It fit pretty much the same.

I think it was an attempt at a 24th century version of Kirk's "bomber jacket" from STV. However, it never really came off nearly as well.

...which was first used by Scotty in STIII. Presumably it was the regulation uniform for overweight officers. Also Kirk's "off-duty" outfit in STIII looks remarkably like a Starfleet uniform, only lacking in insignia. Could well be another candidate for a senior officer's alternative uniform.
