We're making the same point. The Vissians are a peaceful, friendly race. They would undoubtedly appreciate the perks of Federation membership, and the Federation would be glad to have them. But, if the Federation charter prohibits certain things for member worlds (slavery, oppression, other human rights violations), the council could tell them to "do something about your cogenitor problem". A little like Picard turning down Angosia's application because they hadn't resolved certain issues with how they treated their veterans.
Reminds me of when Quinn zapped every male on Voyager into oblivion. That actually would have made an interesting episode in and of itself...
There's more wrong with the Vissian society than meet the eye. Why would one of them automatically assume that the people serving in the mess hall are forced to do so? Plus the completely inhumane way with which he talks about the cogenitor is just sick. I mean you'd think he was talking about an inanimate object. Why would the federation want anything to do with people like that?
Yeah, that one was really played for laughs, since apparently, the Q can reverse anything unless they don't give a crap like when the Borg killed a few people on the Enterprise and Q just shrugged it off...
