As for ratings, first, I think any show that takes a full year off is going to have a ratings hit.
Mid 80s? You do realize classic Who was cancelled (or rather put "on hiatus") in 1989, which is hardly the mid 80s. It is indeed the very definition of late 80s.The ratings aren't that far from where they were in the mid 1980s, and it was cancelled not long after.
IIRC, that story was debunked somewhere, but damned if I can remember where now. It should be noted, though that Innerspace, the sci-fi news program on Canada's Space channel is reporting the story as fact, though that doesn't really mean much. Back in 2013 when rumours began circulating that Peter Davison was going to be in Day of the Doctor, Innerspace reported that as fact. Or even more amusingly, when rumours were circulating that Orphan Black star Tatiana Maslany was in line for the lead of Rogue One, they went ahead and made their headline story the declaration that she was indeed cast in the role, which led to them having egg on their faces later that week when Disney announced Felicity Jones would be the lead.Forget about all that for a second.
