Business Casual: Tie or No Tie?

I hate wearing ties. They always cause irritation on my neck from interaction with stubble. 
Thankfully, I'm in a business casual environment now. Which means a tie is not required. Maybe "jacket optional" would be business casual on Wall Street, but not in most of the world.
