There's no way a pissed off Witch is more power than gods, Old Ones, or the First Evil. Willow was pretty powerful, but there is no way she was even close to the most powerful being in the entire Buffyverse. I doubt she was even the most powerful Big Bad we saw on the show.
I think the fact that she was a hero turned villain probably made her seem a lot worse than she really was.

I have to agree with everyone else; Willow was a significant threat, but she wasn't anywhere near the most powerful threat ever faced by our heroes on both Buffy and ANGEL.
