And that would fit much of what we learned of Kruge very well. He was a spymaster, operating his own agents within the UFP; he'd need facilities for that. He was a spy himself, penetrating UFP space in an invisible ship, and the heroes all thought this was unprecedented and audacious; he'd probably need special tools for that exceptional feat, too.

What doesn't completely fit the picture is that Kruge's "Spying Center" also is his space combat control facility. Why crowd and hobble the former with the functions of the latter? There's even a swiveling gunner's chair on the ST3 bridge, similar to the ST:TMP ones - but not on the supposed "navigating bridge" of ST4.

I wouldn't overthink it. It was a small ship with a 12-man crew, it likely didn't have a lot of redundant facilities. They redecorated on Vulcan, that's all.

Why on earth would an auxiliary control room be larger and better-appointed than the main bridge?

I have heard of the concept of a flag bridge.

Newer naval vessels have control rooms down in the hull, with small steering compartments up top.

Aboard modern warships it is common that actual commanding is carried out on the bridge while weapon systems are controlled from a room usually deep inside the vessel. This also enables a redundant setup in which the vessel is still able to fight in case one of the command instances has been hit or destroyed.

If you've even been on a Navy ship you know that the "flag bridge" is just a place for a flag officer in charge of a fleet or task force, and it's not a fully equipped bridge. Orders from the flag bridge are relayed to the main bridge, etc., and executed from there.

Then again Star Trek's idea of a bridge isn't much like a modern naval vessel's bridge at all. It's sort of a mashup of bridge, radio room and CIC.

Also, the STIII-scale BoP would be more analogous to a submarine than a surface warship.

TVH implies that in their three-months on Vulcan they retrofitted the Bird of Prey.

But that would mean they ripped out Klingon equipment and installed Klingon equipment in its place. Why not Vulcan equipment? After all, Scotty hated the fact that he couldn't read the Klingon labels!

Also, why go from the nice roomy Federation-style blue to the dark, dirty and cramped Klingon-style grit?
