And that would fit much of what we learned of Kruge very well. He was a spymaster, operating his own agents within the UFP; he'd need facilities for that. He was a spy himself, penetrating UFP space in an invisible ship, and the heroes all thought this was unprecedented and audacious; he'd probably need special tools for that exceptional feat, too.
What doesn't completely fit the picture is that Kruge's "Spying Center" also is his space combat control facility. Why crowd and hobble the former with the functions of the latter? There's even a swiveling gunner's chair on the ST3 bridge, similar to the ST:TMP ones - but not on the supposed "navigating bridge" of ST4.
