we had a whole episode that's about those two characters discussing this issue. arguments were made, counter-arguments were heard. not much of it made sense anyway but in the end JL went away with his smug victorious grin.

I recently watched 'The Measure of a Man' and I honestly didn't find Brophy's performance a stand out. Maddox is a one note archetype for most of it and you're not supposed to have any real emotional connection with Maddox, except to hate him. Ultimately he's just a tool to showcase Patrick Stewarts shakespearing pacing and pontificating.
Android offspring of Data. They got a character from the past connected to him. The real story will be Jurati. Maddox was just a catalyst for the turn in her from naive scientist to something else from this point.
mostly because they needed a character who was the leading expert in the UFP on synthetic life with a relationship to Picard and Data. And Star Trek already had that character. If they had invented a new one, fans would have asked "But what about Maddox? Shouldn't HE be here, instead of...?"

He apparently made well enough an impression on quite a few people here, and probably elsewhere too. We all remembered the face if not the name and he's shown up in the Treklit more than once. Just because he doesn't have Vaughn Armstrong's list of Trek credits doesn't make him insignificant.
Why doesn't he "deserve" to be brought back? We have no idea why he wasn't, and they could have tried to proportionately woo the hell out of him, just didn't work out.

Obviously they brought him back because of his connection to Data. But really the way the character has been used, they could have created a new character.
