I've just about finished a watching lof all the main series through in production order (just got 2 seasons of ENT left) and from what I can tell for the women, the answer is sometimes. While you can sometimes see brastraps, for the most part I feel like no bras.
Very often you see Seven's or T'Pol's nipples poking through in a way that would not happen through a bra.
Also a clear example when a bra wasn't worn would be with Linda Park (Hoshi) in ENT 2X01 where she is climbing through the vents and her shirt gets stuck when climbing out. She is then seen without a shirt on covering her breasts with clearly no bra on! It is very unlikely that this also got caught in the vent and came off too.
So yeah I've noticed this way too much lol, but it's been bugging me in VOY how often Jeri Ryan's nipples look as if they will poke someone's eyes out.

They should have the new Kirk making out with the new Spock. If, let's a female Vulcan that has a crushed on Spock mind meld with Kirk and transfer all her emotion to him, that would be an interesting setting to make a scene in which they actually made out! [laugh] While Kirk is sleeping, he is dreaming about French kissing Spock in bed with Spock hugging him from behind. We so much need good role models for gay kids because there are a lot of trashy movies out there. Kirk and Spock would be prefect!
Hoshi wasn’t wearing a bra because Linda Park doesn’t need one. That doesn’t mean bras don’t exist in the 22nd century.
