This is one of the things that makes DS9 so great and unique in all of Trek. In addition to an incredibly talented and diverse main cast, we had such a wealth of recurring players who appeared enough times that their excellent actors could build them into great characters. It's impossible to pick only one.
 
Garak is the best, followed by Martok, Nog, Ziyal, Damar and Weyoun. In that order. Most of the others were great, too, actually, but these are the stand-outs.

It is multiple choice. I didn't know that before I tried to vote for more than one. It was impossible for me to pick just one from the list. ;)
 
I'm glad I'm not the only one who thinks Dukat was ruined. He was perfect right up until he lost his mind and became a pantomine villain. All that depth washed away and in its place a moustache twirling bad guy. He probably should have died in Sacrifice Of Angels in retrospect.
 
Just reading the title, before reading any of the comments, I chose Elim Garak. I'd love to have seen much more of him. Now that I have read everything and see it's a multiple choice poll, I would certainly have added Gul Dukat, among several others.
 
Dukat was ruined. Garak was too when they stripped him of his mystery and his masterful dissembling although in fairness given the way DS9 was going, it was probably unavoidable. Sloan's ending wasn't handled well either.

I'd vote for Dukat. I think his was the outstanding recurring character followed by Garak with Eddington a good but distant third.

You'd really rate Nog and Ziyal and Damar above Dukat?

Yes. Dukat was good, not great. He had some strong stuff with Sisko and Kira, but most of his best stuff, for me, was all about Ziyal and would've never been that good without her. Ziyal herself was, imo, the most underused recurring character on the show and I loved every storyline she had. Nog's growth to adulthood was the most consistent and outstanding long-term character arc in Trek history. Damar, on the other hand, spent most of his time stuck in more or less the same place (the proud, prickly, powerless flunky), but my god that last character arc was amazing.
 
Damar eventually eclipsed Dukat for me. I loved Dukat prior to him going crazy but I think he lost pretty much everything I loved about him after that. He was no longer multilayered. He was one dimensional. Damar was just there in the background most of the time but that final arc in Season 7 elevated his character so much. I wanted to see more of him but it was too late.
 
I'm really quite fond of the Jack Pack. It's an interesting character study in how Doctor Bashir might have turned out and they're all interesting characters in their own right. You feel sorry for characters like Patrick. The moment when he gets upset at Chief O'Brien is quite moving.

I've finally found out about the characters not mentioned in this list. ;)

Yes, the Jack Pack was entertaining, especially Admiral Patrick.
