I agree - CoT is just plain painful to watch (in a good way!). It would have definitely had my vote if it were included. It's more of a suffering episode for all of the characters though, not just O'Brien.

That being said, the OP could have included Empok Nor, and it would have gotten my vote instead of Whispers.

I'm gonna give Honor Among Thieves some love. One of my favorite episodes. Meaney really played the part well, and I thought it was an excellent diversion from your typical DS9 episode.

Whispers is excellent too... Actually almost all of those episodes are

I noticed that there's always a console liable to explode if Chief O'Brien's sat at it.

Either that or he'll end up with some sort of cut on his forehead.

I love Visionary and Whispers, but I have to say The Assignment is my favorite. I rewatched it recently. Wasn't my favorite torture-the-poor-guy episode on first run, but as I've grown older I've appreciate the save-the-wife story a lot more. I liked Keiko's acting and think Rom's stuff is really funny. He's definitely a character I didn't pay close attention to on first run but eventually began to like.
