Some people think Nero is a direct ripoff of Shinzon...sort of an apology to the fans for the subpar, crappy villain in the previous movie. I dunno. Nero was considerably better.
 
Yeah, Nero was a better crazy bald Romulan, even if he wasn't perfect. Shame to waste Tom Hardy on such a terrible character.

A clone of Jean-Luc Picard. One of the greatest characters in all of TREK history.

And he comes off like that??

His Viceroy(Ron Perlman) was more interesting and the guy had almost no lines.
 
Second place to Chang, though. Christopher Plummer exudes an icy menace in the entire dinner exchange, and his interrogation of Kirk is great even if his quotation spree gets a trifle more campy then Khan's near the end (McCoy's dead on the money here).
I voted for Chang, partly because of the Shakespeare fetish. Trek has Shakespeare in its DNA already, and what could be more Shakespearean than political intrigue and assassination? (Famously, Shakespeare even coined the word "assassinate" as a verb.) I thought that it added an interesting dimension to the character. Arguably it even adds a dimension of self-awareness; he knows he's a Shakespearen character.
 
It has to be Khan.

Of the other villains, who else could threaten to bury you alive while simultaneously selling you a 1975 Cordoba with soft Corinthian leather?
