I cannot understand why my mother would ask permission from the eldest girl but not the younger child who was still playing with them and in whose room all six dolls were kept.

She didn't ask you because you would have said no. She probably promised them to a neighbor or a cousin or someone and by asking someone she had a clear conscious.
