Didn't it also seem like he wasn't happy with the decision to end Arrow?
It seems that Amell wanted out, and basically did the last season for the $$:IIRC I think it was a mutual decision to the end the series; I recall reading something about him and the producers talking about it and deciding it was the right time to end it. He might have even been the one suggesting to end it. I don't remember the exact details, it was a while ago that I read this.

I looked at it, and it would have been fiscally irresponsible for me to say no. Just fiscally irresponsible. I loved the s–t out of Season 8, I had a blast, but I was there for the money. More so than I had ever been.”
He will if/when:Stephen Amell has said that he will not be making any appearances on the other Arrowverse shows, and that he is "done". I had thought there might be a pretty good chance we'd see him pop up somewhere, but I guess not.
