I think the Andorian was Shukar, though the Tellarite might have been a different character, since this one didn't have facial hair. Also, since the same actor also played the Tellarite bounty hunter in the Harry Mudd Short Trek, there's precedent for having the same actor be multiple Tellarites, at least.Were the Andorian and Tellarite admirals the same ones we saw before (Shukar and Gorch)? They were played by the same actors...

I mean, I remember when it was just a bad fanfic/YA novel level of inclusion to stories. Then actual Trek writers endorsed it after running out of ideas.
Section 31 has been the Star Trek universe's boogeymen since being introduced. Everything shady that happens, their involved with. Hell, it's canon they're responsible for the smooth-headed Klingons of TOS, and heavily implied (albeit retconned after the fact) that they were involved with Admiral Pressman and the whole Pegasus fiasco. Then you bring the novels into the equation which has them behind the events of The Enterprise Incident, TUC (with Admiral Cartwright a member) and Insurrection. The novel version of Control is actually a critical component of computer software and without it, the Federation would literally cease to operate. Remember there primary purpose is to protect the federation, not go out their way causing havoc and mayhem. It likely they only conduct extreme action when they feel necessary, rather than as standard procedure due to do the fact that extreme and amoral actions are hard to cover up and generally cause more damage in the long run.
There is a difference between being in a group a group where the ends justify s the means and being in a group that uses brutality for the sake of brutality.

This show doesn't do a whole lot of discovering. This year half the plot is very inside baseball, the inner workings of starfleet and S31. I mean, that's ok.
There's been more joy and "boldly going" forth than last year, so that's good. Whatever.
I like the show from the go-go 60s Space Age. Now we're in nihilistic managed decline with art and music to match. So it goes.
