I was never a fan of T.J. Hooker but I did watch a bit of it because of Shatner and I remember thinking; that is not Captain Kirk. He looked like him, and he sounded a bit like him, but the characterization was not the same.
I never saw any of the other Trek Characters show up in anything the actors who played them did after Trek unless it was intentional.
So my answer must be yes, the characters are more than the actors who played them. If everyone has done their job correctly then I fully expect to see the characters in these new actors. In fact, I already have in some cases. Other cases haven't given me enough to make the call for but I am hopeful.
