Exactly, and when they were good, no one cared about the minor details. But this is what we get when the writing is.... let's just say it as nicely as possible... not the best it can be.
Let's be honest, even if this were the most excellent thing to come out since (insert your favorite Trek) there would still be many crying "CANON VIOLATION!"

Again, my favorite is when some user on this forum thought having a character eat a burrito was extremely anachronistic for TOS era.

A burrito.
 
My gut reaction to the actual question is - no. If it (bonus scene) didn't got to air then it doesn't count, however if the next season springboards from it then it makes for a reference to anyone who saw the 'extra'.
 
I'm assuming that this, the DSC season 1, bonus scene, will be both canon and in continuity.

But as a general question, I like turtles.
 
What happens if we want to unsee it? Like other fans who didn't have a forum to post in where someone says - hey here's a bonus scene!

I would like to pretend it didn't happen because Section 31 is very silly.

Other fans who don't post in forums likely don't care enough to really think about it, and if they do, they would probably find a place like this to discuss it. Remember, a very small percentage of fans of any particular show or shows happen to actually post on forums like this.

“Are bonus scenes canon” hmmm... if it makes it on to the Blu Ray (if there is to be one) as an extra scene after the credits or just before the credits then it’ll have to count.

If it’s within a ‘deleted scenes’ section or just stays on Youtube then no IMO
