While I'm a huge fan of youngin' Matt Smith (he's only 22 days older than me), I admit there's something to be said about the gravitas that an older actor can often bring to the role. I think there was a lot more emotional sophistication in Christopher Eccleston's performance than there was in David Tennant's. But then, I think my Doctor preferences often skew much older than most. (For the 12th Doctor, I'm hoping for either John Hurt or Bill Nighy.)
As to your question, in the U.S., BBC America will often rerun a lot of the Tennant & Smith episodes. However, I don't think any of the classic Doctors are currently being rerun in the U.S. PBS used to do that for a long time back in the 1980s, but not lately. (Arizona's PBS stations don't show any fun British shows anymore. They used to have
Coupling, Red Dwarf, &
Robot Wars. Now, all they have is the old people sitcoms like
As Time Goes By, Keeping up Appearances, Last of the Summer Wine, &
Waiting for God; plus a bunch of ITV crime dramas on
Masterpiece Mystery.) Meanwhile, BBC America seems to have no interest in educating their viewers with classic
Doctor Who. Instead, it's endless episodes of
Ramsay's Kitchen, Top Gear, and...
