Actually from what I read back then it seemed like Krige was out of their price range until Endgame and casting another actress didn't have anything to do with age as some suspect here.And somehow I doubt you cared when they recast the Borg Queen for Voyager back in 1999.
Data doesn't age. Picard's new body is a year old.I suspect the Borg Queen probably doesn't age as fast as a Human. That's probably why they recast.
