The writers insist to this day that that just developed naturally while penning the episode and it wasn't the intent to showcase "two hot women making out" at any time during production, and it shows in the final product.

Exactly. The kiss was ... tender, emotional. It didn't feel exploitave or pornographic like the Enterprise scene.

I think DS9 (eventually) gave some viewers what they had always wanted to see-more action, especially with the Dominion war.

I think VOY had a higher action-per-episode ratio than DS9. Seemed like every other week they were getting shot at by aliens. Of course, very few of those battles carried much poignancy in the long run.

Well, it did a few times, at least two of which was the ship getting caught between two factions (always neat to see).
