Senator Palpatine in Episode I is as sympathetic as the character should ever be, and even then he's shady and clearly up to no damn good.

Well they did sort of do that with Darth Vader. Having him kill the Emperor to save Luke allowed him to become a happy Force Ghost after death.
I guess so. He wasn't quite presented the same way the Emperor was, though. Even in ANH it's clear that there's some power behind Vader, and he's not treated as the ultimate evil the way the Emperor was. Tarkin was also pretty clearly shown to be his equal in terms of authority, if not power.

There's also the fact that Vader has always been depicted as someone who fell from virtue into becoming evil. Even in ANH when we're supposed to believe he's Obi-Wan's former pupil who betrayed and murdered Luke's father, the clear implication was Vader was once a good guy who turned bad guy. Palpatine on the other had has always been depicted as Evil and nothing else.
It's an interesting assumption that Palpatine was born evil.
