Spoilers All about Kovich...

The only issue with this reveal is that ENT Daniels was VERY VERY CLEARLY bald and wearing a toupee, when Kovich has a full glorious head of silver hair.

Before you suggest it, hair plugs were banned during the Eugenics Wars.
Daniels/Kovich encountered an American missionary in China in the late 1920s who was a skilled plastic surgeon in civilian life and while the surgeon specialized in earlobe reconstruction, he also had experience with hair reconstruction.

Personal theory: Kovich/Daniels is a war criminal. His actions during the time war were not exactly sanctioned. That's why he's living under a code name and had his appearance changed.

Further speculation: Daniels has his own agenda that's somehow tied to "Calypso."

The real twist is Kovich is still lying. He is really Trip. The history books show that Trip Tucker died one day on a mission to help rescue the daughter of future Federation President Shran. Daniels came back and saved him and recruited him into the time Bureau. What people don't know is their is no "Daniels." Is a sort universal name all human males use when going back in time. When they go forward in time they use the name Kovich. Women and Aliens also have a sort universal shared name as well who also part of the Bureau. So if a time traveler is to ever reveal their name and they happen to be a human male then they will just call themselves "Daniels." Trip can never ever go by his real name. But with the Discovery crew being in essence part of the past and the future he can used both Daniels and Kovich with them. But never his real name.

Theory from a buddy of mine....

Kovich recruited Georgiou. She works for him now and is send across time to fix things. I can't remember reading anything about it, but he said he read that the actor was spotted on set for the Section 31 movie.
Considering it's still called a Section 31 movie, I'm not sure how likely it is, but it sounds interesting enough.

Daniels is a time agent. He knows what will occur. He must have found out that Craft is somehow important for the survival of the timeline, and therefore Zora's mission is to ensure the survival of Craft.
My only thing about that is if Daniels/Kovich has that level of foresight to future events (even though time travel has been outlawed), you would think he would have used that knowledge to avert a timeline where the Federation was splintered by "The Burn."

Because if you go with the idea that the Red Directives and everything are part of Kovich's plan to protect the timeline, that means "The Burn" was either necessary for the Federation's survival, or serves some other purpose that Daniels' thinks is important. Think of the millions/billions that probably died or suffered because of "The Burn" and either that has to serve some function for the Federation's survival, if you believe Daniels/Kovich has knowledge of future events, or Daniels/Kovich is manipulating things for his own agenda.

That's why I think you could almost create a sinister view of Daniels if you wanted to, where the name change to "Kovich" occurred because Daniels is considered a criminal by other powers and maybe even by some Federation member worlds. That maybe his actions during the Temporal (Cold) War were not sanctioned by the Federation, and he is going off-book. And he's making decisions about the future based on what he thinks is best, but not exactly what everyone else might believe to be.

What if Kovich is Future Guy. He won the Temporal Cold War. Daniels was erased from ever existing and him calling himself Daniels was just a dark inside joke only he would get.

Let's not overcomplicate things.
He's an employee of the Federation Temporal Agency. The Temporal Wars ended within a few years, meaning this agent wouldn't have engaged in time travel activities anymore. Found a new job. Then the Burn happened. He survived.
"Daniels" was the alias used when dealing with Archer and the NX-01.
"Kovich" is the alias used in the post-Burn era.

And the twist is he is Odo recruited by Sisko who can see the past and future now that he is with the Prophets. Odo was to become his guiding in helping shape the universe to the will of the Prophets whose job is to help guide the universe in ways that will lead to everlasting peace even in the more distant future in the 87th Century.

This is now my head canon.

Meh...though I do like the idea of Daniels being an Enterprise-E crewmember recruited to be a temporal agent. It would explain all the TNG era souvenirs.

Do we know if this is a Daniels that lived from his time and the end of the war, up until DSC, or did he get trapped in the future at some point during a mission/his final mission and end up stuck after the time travel ban? hmm.
