Has anybody seen or read how they're doing Huyang on the show? He doesn't seem to be CGI, but his proportions look wrong for a guy in a suit. Is he a puppet?

I don't think they've said, but as an educated guess I'd say it's a puppet in most of the medium to close-up shots. Possibly a full-body rig in some of the mid to long shots, but mostly CG, especially anytime you see him walk. Even with a puppet, there's going to be a fair amount of digital rod removal and touch-up, but just having the prop on set is bound to be excellent lighting and animation reference for the digital double.
 
One of the X-Wing Pilots was apparently played by one of the guys who is normally in Din's armour in the Mandalorian. Brendan Wayne.

Brandon Wayne is John Wayne's... Grandson? Nephew? I remember reading that he's related, but I can't remember the exact relationship.

Makes sense.
Lessons from the Mandalorian show that the audience and cast respond better to practical character work. C3P0 in TPM was played by Anthony Daniels wearing a full body rig, with the actor painted out in post.
Sabine's Lothcat was mostly puppet+animatronics with CGI used for movement shots.
