Advice on how to make a Bynar sound effect

Does anyone know how the TNG crew created the Bynars voices? It sounds like they lowered the pitch of the actor. But I'm sure there's more to it than that.
According to Memory Alpha, the actors' voices were pitch-shifted down, though device used is not specified. I don't know what other processing they may have used, but it doesn't sound quite dry to me - probably a little reverb in there, and could be a tiny bit of flange.
