True. But the transference of life energy between Rey and Ben brings in a new variable. They'd each brought the other back. We'd never seen that exact ability before. Perhaps that was a factor.Vader was around for a bit longer. Ben Solo might be able to have adventures, but post-Saga, Force Ghost only route knowns to be possible.
