I rather believe that time is a companion who goes with us on the journey and reminds us to cherish every moment, because it will never come again. What we leave behind is not as important as how we've lived.
But in-universe makes a lot more sense. Why in God's name would Starfleet recovering the body of a captain from his final resting place? It's not as if there's something amazingly top secret about his remains, that could be used by science.

It was already implied in "Inquisition". When Bashir asked Sloan if he was part of Internal Affairs, he basically told Julian that Section 31 was another part of Starfleet Intelligence.I think (unfortunately) Section 31 is canonically part of Starfleet now. They had their facility on Daystrom Station, and Worf says they are part of Starfleet Intelligence.

"...is it a tip of the hat to The Return, which is a wonderful book I recommend to all of you? Maybe...."

YMMV but unlike the other Shatner books, i actually liked his novel. It was really creative and interesting in what it did with the Borg. And the horror aspects were fantastic.
