i was under the impression that when Bajor entered the Federation, Kira became Captain Kira....ill have to look that part of Unity up and see if its in Warpath and Fearful Symmetry. If your angle was STARSHIP captain...she DOES have command of the Defiant over Vaughn. Just because they are a captain of a starbase, doesnt take away from their abilities. Assume for a moment that they have to keep up with their skills in starship combat, if it was thrusted upon them in time of war and so on.

When Bajor joined the Federation, the Militia was folded into Starfleet, so Kira is now holds the rank of captain in Starfleet. She commands Deep Space Nine rather than a starship, however, unless you count the Defiant, which is under her flag.

Just because they are a captain of a starbase, doesnt take away from their abilities. Assume for a moment that they have to keep up with their skills in starship combat, if it was thrusted upon them in time of war and so on.

If anything, I would think it would improve their skills. Being in charge of a whole starbase, has to be a lot more difficult than just commanding a single starship.

In the books, she's held the Starfleet rank of captain since 2003.

Re the original post... as writers keep pounding into my head- no danger= boring.
And as DWS says- the characters must fall. So something needs to trip them- which has to be a more powerful enemy. And there has to be a limit to how many of those can exist at one time... LOL
