A theory on why Naomi spent so much time with Seven.

She's caught up to Icheb in Shattered.

The assumption is that Nelix spent so much time looking after Naomi because he was in a relationship with Sam. But by that logic in the later seasons, Samantha and Seven of Nine were hooking up.

Eh? I didn't see any of that. In fact they had very few scenes together at all.

Besides, Neelix isn't a homewrecker. He (and everyone else) knows Samantha's married.

As for Naomi: It's pretty well accepted that Ktarians age a lot quicker than humans and since Naomi is 1/2 Ktarian, she will too. She's probably Academy-age by the time they get home.
I just finished reading a fanfic where Naomi formally enrolled in Starfleet Academy before age 12 (chronological years; developmentally she was closer to about 16/17 human years).

As for Neelix, he just likes kids. There's nothing wrong with that.

More likely it was just because Sam actually had a duty shift and needed a babysitter.

But by that logic in the later seasons, Samantha and Seven of Nine were hooking up.

I could stand to hear a little more.

Now and then, for a friend sure, but consistently?

Either Neelix was getting extra replicator rations or he wanted Sam, or he had Sam.

He was Niomi's Godfather, so he was in a way related.
Honestly, I think it would have been a nice touch if she referred to him as "Uncle" Neelix.
 
Godfather means that Sam and Neelix at the least had a very healthy friendship which we barely ever saw, unless you count that time when she was 20 months pregnant and he made her fix his replicator (actually happened. Not a Euphemism.).

Of course when Neelix was chosen, that would mean that kes was the God Mother, are we sure that Kes wasn't chosen and Neelix wasn't just the Godmothers Boyfriend? Which means that Sam and Kes had a deeper relationship than we were aware of...

Neelix's position in the Wildman family wasn't brought up till seaosn 5's Once Upon a Time...

I think one of the biggest problems with Voyager was that they had to make Neelix Talaxian or some other new species, rather than from Melmac like they obviously really wanted to do.
