Shatner could be in a memory sequence of Old Spock or a dream of New Kirk, since he mind-melded with Old Spock.
Shatner wisely moved on to brilliant work on Boston Legal. I think at this point, having won some Emmys and pitched a last brilliant game with BL, he's ready to concentrate on his talk show.
The movie did not miss him one bit and the new Kirk doesn't look enough like the Shat for a meeting or flashback/forward to make any sense. We're done with the Shat as Kirk.
