A Mortal Coil?

In the Voyager episode "A Mortal Coil" did Seven of Nine say that the technique that could be used to revive Neelix was the same technique used by the Borg themselves to revive "DEAD" drones?
I wonder what happened to all those drones killed on TNG!?

Maybe they hadn't assimilated the technology at that time. Once they assimilated the technology they realized it might be more efficient to revive "dead" drones rather than assimilate new ones. Less resources would be used to revive a drone than to make one from scratch.
 
I would assume it depends on how they died too.

We've seen on "Dark Frontier" some drones(Needle Fingers) can't be "saved".
 
Actually, all that is needed to "Make" a drone is some nanoprobes injected into the bloodstream.
I wouldn't know how many nanoprobes would be needed to revive a "Dead" drone.
