A Female Commander

Jayne Seymour would have been a good fit but she was doing "Doctor Quinn: Medicine Women" at the time. I think Joan Collins was still alive. Bring her back to DS9 in a different role.

So everyone would just toss out to pilot? That is the item to which the character would be cast.


No I would just use Nachavev in those episodes were a Starfleet Admiral was needed and would take on a bigger role when the war started like the Admiral Ross character ended up doing.

Put Commander Troi in charge of DS9.

Get Kira to think she'll make mince meat of her. But then Troi switches up a gear to full Tal Shiar mode and suddenly Kira is sent runnin' for the hills.
Why would Deanna Troi have a Tal Shiar mode?
 
Also what if the show had made KIra a Starfleet officer around season 3 and the offical captain of the Defiant meaning Sisko would even have to give in to her authority on missions which involved the ship unless Starfleet specifically wanted him to lead a mission. Worf could have become the stations new first officer since the job he did have was kind of vague. You introduce Shakkar as first officer then you kill him or making him become the Bajoran leader when Worf comes aboard in season 4 and becomes the new first officer.

This seems quite peripheral to the OP, but I think it merits saying that historically, armed forces of one state would take on the officers of neighboring states as the process of national unification went forward. They recognized the experience of such officers, especially as they were often experts on the character and training of the foot soldiers who would eventually be brought in, and maybe ask them to read up on the new army's training procedures. Ultimately, the needs to integrate the diverse militaries of emerging nation-states took precedence over the prestige of one form of military education over another. Kira represents a similar process: the integration of Bajoran military into Starfleet. There's no historical reason to believe she would be excluded as long as the process of integration were still going forward (and of course, they trusted her).

I actually agree that Kira is more than just a Bajoran to Starfleet, but I still think this concept is actually backwards. Trusting her with DS9 and protecting the Bajoran sector makes perfect sense. Trusting her with representing the entire Federation in diplomacy and trade (which is what many of the Defiant's missions were about) really doesn't. Logically, for this story concept to work it should be Kira in charge of the station and a Starfleet officer in charge of the Defiant. Which then brings the problem of what to do with Sisko at that point, since moving him to the Defiant would feel like a demotion. Maybe make him a commodore (like figure) in charge of the whole area? He could work out of the station and still outrank Kira, but not be the day to day commander. Or promote him off the show entirely except as a recurring role - let him take over the Admiral Ross parts.
