It's the "All Good Things" badge with the split narrowed, moved from the centre to the Discovery 2/3rds position and the top parts removed.

Is she an ensign, or a commodore? XD
Probably an Ensign. Based on the Admiral we see in the trailers, flag officers have their own separate uniform colour and style. Since this Vulcan woman is wearing a standard duty gold uniform, she's likely an Ensign.

Any indication where that top image came from? (aside from Facebook).

An advert that played during an NFL game.

I saw a couple posts on that Facebook page, people think she looks like Tamlyn Tomita, but I’m not seeing the resemblance.

i cant remember seeing a smaller badge on the right side like this before...

Any chance that's a Romulan in Starfleet? The smaller badge has an outline that roughly matches the Romulan Empire symbol, though it's hard to see the middle of it. Worf got to be the 1st Klingon, could this be the 1st Romulan?

That would be cool and I could see her and some other Starfleet characters sort of being ordered to stop Picard and his crew from doing whatever it is the Federation doesn't want them to do. Or maybe a Romulan pretending to be a Vulcan Starfleet officer as part of some sinister connection to the Borg stuff.

I think we've just seen our first on-screen one-pip Admiral.

Maybe the future seen in 'All Good Things...' wasn't completely made up.

I always thought there was some kernel of truth in it. Especially considering the look was the same whenever we saw the 2390s/2400s. Q must've shown Picard what could happen to him and his crew but kept everything else the way it seemed as if it would happen.

My impression was that it was the future until the end of that episode when Picard told everyone about it, leading to them all perhaps making different choices and things turning out a little different.

He clearly called Starfleet's uniform department and had someone spaced before they could introduce those fugly AGT onesies.

The characters all but look at you when confirming that is the case when playing poker.

That might have been the first thing Picard did after retuning to his quarters after he asked the date from Worf and Troi.
Or, just in case, he called before leaving his quaretrs to confirm the date.

Didn't work, cause they were the same in Visitor and Endgame as well ;)
The HQ receptionist had a smaller, circular pip, so he's probably an ensign and she's a commodore

If it’s one pip admiral, why does the other admiral have a completely different uniform?
Maybe chief petty officer?
