No disrespect to Big Papi, but I thought a player already had to BE in the Hall of Fame before the Redsox would retire his number. Have they changed this policy?

That's BEEN the rule, but as mentioned, they can kinda do whatever they want, it's their wall. No HOA rules, they can decorate however they see fit
that said, it's definitely been just HOF players in the past. And until recently, just HOF players that played 10 years or more with the Red Sox. (they wanted it to be whole career or retired with Red Sox, but couldn't exclude Fisk). Of course, always exceptions, so Johnny Pesky isn't a HOF player and his number was retired in 2008. Pedro didn't play 10 years with the Sox (7 years), but otherwise qualifies and is obviously pretty well associated with the Sox.
They used the 'Didn't retire with the Red Sox' thing against Wade Boggs for the longest time, but finally caved this year (needed some publicity, anniversary of 1986 team, etc). He is in HOF, 10 years with Sox, etc. they were just pissed about the Yankee Stadium horse thing, and Boggs was kinda a dick about it for a long time (even now, wore his Yankees WS ring to some of the ceremony before someone told him to cut the crap and he wore his HOF ring the next day).
They've sat on Clemens' number since he retired, but held off because of the steroid thing and until he makes the HOF, nothing really forces their hand I guess. He's been showing up at Fenway more in recent years, so they may be coming around on him after a strained divorce.
Also haven't re-issued Varitek or Wakefield's numbers, but they have no chance of making HOF, so it may just be more of a respect thing unless they decide to 'Pesky' them after a while (maybe Varitek coaches or something, he's shown interest in that department, and both currently work for the team in front office or NESN capacity).
Entertainingly, as I was checking a couple things, came upon one more. Harry Hooper
ought to have his number retired per the rules. HOF player, played for Boston for 12 out of his 17 year career. Guy has 4 Red Sox World Series rings, as well, pretty exclusive company. Problem is that there's no real cry to put him up there, and his fan club is long dead (retired in 1925). Also, he doesn't have a number to retire, they didn't wear numbers on their jerseys in Boston until 1931, so hard to hang it up there and you'd have to use his name or something. Just kinda fun trivia, I guess, didn't know that one...
