I voted for Sisko because watching him punch things makes me full of emotions and such, but I feel like either Akaar or Bashir have earned it more.
 
I think he means making that many people be in Ishan's presence.

Good point. Of course, that makes me wonder if the law's already been broken with his cabinet members stuck having to deal with him. You know what the irony of this whole situation is? A Bajoran is the acting Federation President, and Kira Nerys- who would almost certainly have an opinion about Ishan- isn't around.

I have to admit, when Ishan first appeared in The Crimson Shadow, it was just before the government shutdown when I read it. And I thought to myself:

"Hmm. A newcomer to the Federation Council who starts making major waves way quicker than usually, then grabs the opportunity to increase power during a constitutional crisis, only to end up furthering a threatening, nationalist agenda....

"Oh my God, Ted Cruz is the Federation President!"

(Apologies for getting real-world political. I'll say nothing further on the topic, but the parallels between Ishan's rise in the Federation Council and Cruz's rise in the Senate these past two months struck me.)
 
In answer to Sran: All of them hitting Ishan.

In answer to Nob Akimoto: You also have a valid point re: the torture laws.
