Well Orci did say the character would be cannon in a interview. Also a interview over a year ago with either Orci and the other writer said that he would be from the first season of TOS. Ron Veto as Harrison starred in 13 episodes never appearing in the 3rd season.

Where are you seeing stars? All I'm seeing are reflections of the lighting fixtures which are inside the brig.
