I get what you mean regarding Tomorrow Never Dies and the fact that it refers often to the "Surrender" track by k.d. lang more than it does Sheryl Crow's actual theme, but the Casino Royale score "quotes" "You Know My Name" all over the place in that movie.
That's because David Arnold had a hand in both Surrender, and You Know My Name. With Surrender actually being intended as the title song until the very last minute.
Thomas Newman by comparison, has not worked on Skyfall with Adele. Now that doesn't mean it won't pop up in his score, but in the past if the composer didn't work on the song it doesn't show up in the film (Licence to Kill, Goldeneye, Tomorrow Never Dies, and Quantum of Solace all being the prime examples).
