Note I specified Sisko and Odo - Sisko certainly has unfinished business with Bajor and the Prophets, and Odo is midway through a story arc which requires resolution. If not in a DS9 novel, then where ?
It's seems that, for the moment, the DS9-R as such has been disbanded in favor of folding some DS9 elements into the other series.
Characters like Sisko and Kira have been "Put on a Bus," i.e. written out of the story for the time being, but in a situation where they can easily be written back in, if that becomes desirable.
And really, I'd say that Odo, being in the Gamma Quadrant, is still in DS9's "area of influence" --anything going to/from him has to pass through the station. And no matter how close he might be to Weyoun, Laas, and Taran'Atar, most of his close friends and confidants (and his lover) are still in the Alpha Quadrant; Changeling or not, he probably still thinks of himself as at least partially Bajoran.
Well, a TNG character, Ro Laren, is now the commanding officer of the station. So, you might see a TNG-oriented novel where the Enterprise goes into the Gamma Quadrant and ends up dealing with the Dominion and maybe Odo. That sort of thing.
