The audience needs to believe that the villain is threatening, its part of the reason why the Ferengi did not work as villains on TNG, nothing they did seemed threatening, they seemed silly. Also what sort of good motives would the Andorians have?

Segregation? Ideologic differences on daily political subjects? Or make him an Anders Breivik like person... Possibilities are near endless when the enemy comes from within.
On that note...how about Ben Finney as a secondary villain/requisite Starfleet pain in the butt.
Rather than framing Kirk for murder, Ben's role includes undermining Kirk's authority (based on the first movie's seemingly instantaneous promotion to Captain). Ben could be the voice for all of those who question such a promotion, and create the fuel for building Kirk (and the crew)'s confidence in his leadership.

I want Talosians in the next movie.
Romulans again, but those around in this new universe. Taking advantage of Vulcan resettlement in some way, to destablise their old enemy.
Possibly playing a third iconic race and the Federation/Starfleet off each other. Once they're both destroyed, swoop in and expand their Empire into that sector. Usual strategy they'd go for, before getting found out in the run up to the film's climax.

How about NuNero? I mean, Romulans are just as long lived as Vulcans I suppose. So, NuNero learns about Prime Nero and decides to seek revenge against Kirk and Spock for the death of his future, alternate self. It's flawless.
I also like the idea of Garth of Izar being in the next movie. And if not as a vilian post-insanity, then as a compatriot pre-insanity.
